Not the site the picture came from, unfortunately. I found it on an adoption site. And it has a bit of a mystery about it because Jube also found it among some pictures of Harbin, China.
And yes I did check the picture's origin and name via properties, so I have no idea what that's about.

I never finished this off: I only said Novosibirsk region.

It's one of the many annual ice sculpture competitions and displays they have. They even set up an ice cafe for the visitors.
