I know that clothing, is weekly issued, and food. What else would come you thing. under this?

Immunization against "immune plagues" for legally registered linear residents. Tirla got a kickback for warning Mama Bobchik when the medics arrived, and for stealing ampoules of the vaccine for the unregistered children.

Wasn't there free entertainment to keep the people calm?

And I believe Tirla continued using the wristbands of her older (legal) siblings who'd been sold, until the day they had to report for work as grownups.

The authorities seem to have relied on random raids on the linears to catch illegal children.

Actually, having re-read Pegasus in Space, I see Tirla only had the use of her eldest sibling's wristband, since the limit was one child per parent, and I guess the father had to be around to qualify.

Her older brother was the only legal one - if their mother had given birth to the next one in an official facility it would have led to her being sterilized, so she kept it secret in order to keep having children to sell eventually.

They don't, and that's part of the problem. That said, a single woman was allowed one child and a married couple two, a replacement for each parent.

In addition, there's a faction of wealthy, powerful people who want to keep a supply of illegal kids around to buy and abuse, so there's not that much real interest in stopping it. If there had been, they would have been allowed to put anti-fertility meds in subsistence food or drink, with an antidote given when a couple wanted to have their allowed replacements.

Her brother didn't show up at 16 years, at an evaluation center so it was canceled. Her mom was canceled after she did not. show up for a medical something, books are still packed.
