Forelle was desperate for test subjects to support his theories. I got the distince feeling he wasn't exactly playing with a full deck, either that or he was even more evil than 'that glatt woman'. He didn't care if he did damage to the children he studied or how many. This society is supposed to be advanced, surely they have other ways to test theories.

Suppose advanced technically need not mean advanced morally. Just look to history... Supposedly 'civilized' people did (and do) very uncivilized things, when there's another way to accomplish the same end.
