Default Typical Beurocratic delay

Sumitral waited to travel to Doona until he knew all he could find out about the Hrrubans. Why then didn't his department know that the other two departments were causing problems? If he was so interested why didn't his department make it clear they were taking control of the situation? It would have made things much easier and simpler for the poor colonists jammed in the middle of the mess.
