Default Social Conditioning

Todd Reeve was born on earth with all the restrictions of the planet and yet he seemed to have problems with the social requirements of the planet.
Children are supposed to be adaptable and usually learn the 'social rules' of their culture (just look at the differences between Japanese Children and western Children) How is it possible that Todd just missed the point?

Not all children are equally well adapted to their society. There are always misfits, no matter what the norms are.
