I don't think there's any evidence that the different colors are very different physiologically. Although it certainly would be one work-around for the problem.

Evolution isn't an omnipotentiality. There doesn't have to be a backup plan for making more queens, just like there doesn't specifically have to be a reason for blue/brown to be redundant colors.
